European Commission Publishes Guidelines for Implementing the PPWR Regulation

On March 30, 2026, the European Commission published two key interpretative documents regarding Regulation (EU) 2025/40 on packaging and packaging waste (PPWR):
a comprehensive guidance document
a set of FAQs prepared by DG Environment
These documents represent the first structured clarification of a regulation that, although in force since February 2025, will apply starting August 12, 2026.
What is covered?
- The guidance document covers the main pillars of the PPWR, including:
- key definitions (packaging, manufacturer, producer, importer)
- substances of concern (including PFAS)
- recyclability and recycled content compostable and reusable packaging
- packaging minimization and void ratios
- harmonized labeling
- relationship with the Single-Use Plastics Directive (SUPD)
- prohibitions on packaging formats (Annex V)
- reuse targets deposit and return systems (DRS)
The FAQs complement this framework with practical answers on:
- scope of application and definitions
- conformity assessment EPR (Extended Producer Responsibility)
- waste prevention and collection systems
